Technologies for calculating the indicator of integrated decapping factor as a tool of fundamental strategic diagnostics based on modeling bifurcation states of socio-economic institutions
Annotation. In the new model of circular economy, one of the ways to increase the long-term competitiveness of the national economy is the technological modernization of infrastructure and the creation of high-tech and science-intensive products. The subjects that create high-tech and science-intensive products in the circular economy are innovative enterprises involved in innovative cooperation, the development of which involves industrial cooperation and cooperation in all industries and spheres at the interstate and regional levels and is possible due to appropriate institutional conditions.
It is proved that the priority direction of economic development is the movement towards a circular, innovative economy, which is aimed at the welfare of society, improving living standards and reducing risks to the environment. The basis of this model of national economy development is to achieve the effect of decoupling the negative impact of emissions on the environment through the calculation of the decoupling factor, which allows to identify inconsistencies in economic growth and environmental pollution, environment, which includes the generation of hazardous waste, emissions of pollutants into the air, discharged natural water, use of fresh water, waste disposal.
It is substantiated that the effect of decoupling in the model of socio-economic development of circular type is that economic growth is achieved through the use of resource-saving technologies, and as a consequence of reducing the impact of emissions on the environment high. The concept of decoupling is the basis for developing a strategy for the development of innovation cooperation in a new model of circular economy.
