Abstract

Organizational culture is a strategic factor in the development of an educational organization. The analysis of the experience of pedagogical assets of theoreticians and practitioners in matters of management of higher education institutions substantiates the importance of designing the development of organizational culture. Based on this, the very concept of "organizational culture" is defined by foreign researchers as a system of knowledge; a set of symbols, traditions, provisions; a set of values ​​and beliefs; philosophy of the organization. It has been established that the researchers, when defining the meaning of the concept of "organizational culture", have in common that it is based on the values ​​of the organization, which are unique to each specific organization and are recognized by the majority of its employees. It is noted that the formation of organizational culture is a process that involves the determination of such components as the value, normative, motivational, effective component of labor behavior, their awareness and perception by both the manager and all members of the scientific and pedagogical team. Attention is drawn to the fact that the researched phenomenon of management of the organizational culture of universities in the People's Republic of China, in its dynamics, is determined by the following factors: the dominance of the political background and national culture in the development of management strategies for organizational culture; taking into account globalization and glocalization contexts of university development.

The content of the article clearly defines the current trends in the development of the organizational culture of higher education institutions of the People's Republic of China. Modern trends in the development of organizational culture include the trend of globalization in the target and content orientations of development management; the trend of integration within social and cultural development management strategies; the tendency to create a single informational educational environment; the trend of institutionalization; the trend of individualization and personalization; the tendency to evaluate performance results. So, based on this, the prospect of further research involves the development of a toolkit for determining the effectiveness of the development of organizational culture of higher education institutions for the purpose of substantiating and choosing the organization's development strategy.
