Assessment of the technical competence of the marine industry manager as a component of his technical culture

Abstract

The article examines global requirements for the competence of managers of the maritime industry, highlights the requirements for their technical competence, shows the place of technical competence in the composition of technical culture. The importance of the human factor in shipping has been highlighted, and its reflection in international documents such as the 1995 Amendment to the STCW, which, among other major changes, sets out the requirements for competency-based training (KUP) for mariners.

The article shows that technical culture is an integrative personal education, a factor and an indicator of the quality of professional training of shipmasters, its integral element that forms a whole system of interconnected components. In turn, technical competence is defined as a significant component of the technical culture of a maritime industry manager, is an integral part of it and is a combination of personal characteristics and qualities that allow skillfully performing certain professional actions related to equipment and devices, the ability to work highly efficiently with the use of technical means.

The article notes that the set of necessary competencies is unique for each position. It can be presented as a set of behavioral and technical characteristics necessary for the employee to perform his duties and achieve the planned result, as well as corporate qualities that directly depend on the company's values ​​and are universal for all its employees. In order to ensure an understanding of the degree of compliance of the technical competence of the maritime manager with certain requirements (this can be an element of competitiveness in the labor market, determining the level of its formation in the process of training in higher education institutions, the quality of the performance of professional duties, etc.), it is necessary to carry out a competence assessment procedure. As a tool, it is proposed to use a qualitative approach to the assessment of technical competence.
