Organizational competence of officials of the personnel bodies of the Ministry of Defense and the Armed Forces of Ukraine
Summary. The article defines organizational competence of the officials of the personnel bodies of the Ministry of defense and the Armed forces of Ukraine (further referred as personnel bodies’ officials). Their principal function is organizationally favor the formation of the up-to-date officers’ corps of the Armed forces (further referred as AF) of Ukraine that would include the most professionally trained and qualified service men and women possessing high moral and ethical, professionally significant, personal and psychological qualities. It would also organizationally support officers’ career development in accordance with their level of professional training and skills.
The article defines the problem of formation and development of the specialists’ on personnel work organizational competence not sufficiently researched and accordingly insufficiently solved that requires special pedagogic research.
The article defines the organizational competence of the personnel bodies’ officials as an integrative professional formation (psychological term). This competence characterizes their organizational and practical preparedness, ability (practical organizational skills to realize organizational preparedness in different service conditions including those of high risk) as well as professional, psychological and subject readiness for the implementation of the organizational competence as the actors of the personnel work system.
The article substantiates axiological and motivational, cognitive, behavioral and actionable, managerial, communicative, personal and psychological as well as subject components of the personnel bodies’ officials.
