Theoretical and methodological principles of project management in the management of out-of-school education
The study and analysis of the pedagogical achievements of theorists and practitioners of the out-of-school education system substantiate the importance of the application of project management in the management of an out-of-school education institution. It is the orientation of the theory of out-of-school education that reveals the patterns of the organization's activities, determines the essence, principles, content, forms and methods of the educational process, and determines the effectiveness of the implementation of project management.
The content of the article clearly defines the tasks of out-of-school education, priority areas of work in institutions of additional education, namely: the use of modern information and innovative learning technologies; updating the content of training and education; application of methods of design and modeling of the educational process; on the basis of humanization and democratization, the introduction of new approaches to the management of the educational process; continuous improvement of pedagogical skills and management activities of leaders, etc.
The concept of the terms "project", "project method", "modeling" and "design" is disclosed. The content of the life cycle of project management is presented and characterized. The article also focuses on the scientific and methodological work that is carried out in the institution of out-of-school education. It is noted that the project approach significantly affects the transformation processes that occur in the scientific and pedagogical team and forms the professional culture of scientific and pedagogical workers.
Taking into account the peculiarities of the application of project management in the management of an out-of-school education institution, an example of a fragment of a factor-criterial model for determining the effectiveness of the management of scientific and methodological work in an out-of-school education institution based on project activities is given. The main factors of the model for determining the effectiveness of the educational process in the management of scientific and methodological work in the institution of out-of-school education are determined: organizational and managerial; personnel; scientific and methodological; educational technological: resource and social. The resulting overall assessment of the effectiveness of the management of scientific and methodological work, will determine the prerequisites and main directions of the administration of the institution of out-of-school education, to further improve the educational process when using project management.
