Public administration of general secondary education: a practical aspect

Abstract

Annatation: The practical experience of the communal institution «Peresechansky lyceum» of the Karkiv district of the Karkiv region on public administration in the institution of general secondary education is analyzed. The essence of the concept of «management» is determined, the components of management are considered: purpose, object, subject, product, stages of management activity. The review of scientific works on the issue of public administration in the institution of general secondary education is carried out. Attention is focused on the fact that parental self-government has the right to operate in an educational institution? the purpose of which is to protect the rights and interests of students, organize their leisure time and improve their health, public control within the powers determined by the law «On secondary education» and the charter of the educational institution. It is noted that parents have every right to consider and make decisions on the educational process, except for those that relate to the competence of other public authorities of the educational institution. The ways of communication of all members of the educational process are determined: student, pedagogical, parental teams. It is shown on the example of an educational institution a close relationship, cooperation of the state (administrative) and public subjects of management, which will allow creating an effective system of joint work of the family and the educational institution, which will contribute to the educational institution, which will contribute to the development of the child's personality, the formation of patriotism, universal values, the ability to live harmoniously. Attention is focused on the fact that during decentralization, public administration should become a priority, be actively implemented in educational life. The newly formed communities must voluntarily take part in the implementation of educational policy, the management of the educational institution on the basis of democratic procedures of self-government and union  government; move from the advancement of strict tendencies in relation to «subordinate organizations» tj horizontal management structures in such forms as: board of trustees, council of educational, associations, school funds, public organizations.
