Information approach in the system of public administration of general secondary education
The paper concentrates on substantiation of an informational approach in the public-state management system of general secondary educational institution. It is emphasized that globalization trends of social development transform traditional approaches to the organization of the educational process and management of general secondary education. It is emphasized that they are characterized by integration aspects, informatization and digitalization of educational activities, which are reflected in changes in the content and structure of education, the introduction of new forms, methods, technologies of educational process and its democratization.
It was actualized that globalization trends of social development activates transformational processes, such as in the educational management sphere.
The author emphasizes, that the system of the public-state management is actively developing as well as legally identified public-state management. The first one is focused not only on the joining together efforts of public and state subjects, but also on achieving a socially significant goal, defined by public-state structures.
It is claimed that the theoretical component of the public-state management are a normative legal coverage; system, synergetic, cybernetic, activity, ecological, informative, situational science-based approaches; fundamental principles of strategic, innovative, participative, marketing and informative management view; scientific laws and principles of democratic management.
It is found that an informative approach within the public-state management is conditioned by the active development of information-oriented society and aims at optimization of informative needs and requests of subjects and objects of management of general secondary educational institution.
The paper presents the criteria of effectiveness of the public-state management system and examines them through the prism of the informational approach.
As the result of this research it is proved, that the informational approach - it is an integral part of the public-state system management of general secondary educational institution, and it regulates an informational supply of educational institution activities.
