Conceptual Approaches For Social Management Of Higher Educational Institutions

Abstract

The social institute of higher education is in a state of reform in Ukraine. It raises the question of revision of the conceptual foundations for its development including management issues which are increasingly taking on the social characteristics. The category of "social management" is considered in the article to be the most appropriate for the reformed system of higher education in Ukraine being developed under the current conditions of globalization and the formation of an information society. The study of social management is stipulated to require an interdisciplinary approach for integrating knowledge from different fields of science and practice. Therefore, the paper provides an actual scientific researches and issues analysis of domestic scholars on social management in the field of higher education from the perspective of sociology, psychology, pedagogy, economics, history, public administration and law. The main categories of "social management" are determined on the basis of scientific researches and issues analysis of domestic authors, as well as its features and peculiarities of manifestation in different fields of application. It is argued that the study of social management in the field of higher education envisages taking into account the historical context of the development of the state system of the country and its other characteristics, for example, the economic and traditional cultural way of life of the population. The article substantiates the general definition of social management as the management of each and every social process, and concrete one in relation to a certain branch including social policy directing efforts of people to provide a certain sphere of life, in particular, the realization of the tasks of higher education. An example of the changes analysis in managerial models proves the urgency of strengthening the public administration sector in the higher education system, which is still held on the traditional principles of the state one. Such an approach will be consistent with the goals of higher education reformation in the country and the processes of public administration decentralization by strengthening the autonomy of higher education institutions and its democratization within the organizational development of the structure on the basis of self-organization. Deliberate management influence, self-organization and organizational set-up are recognized as three components of social management. It turns out that it is necessary to rely on its multilevel structure while studying a social management where it should be guided by general scientific approaches to the functioning of social systems at the highest level and by applied theories explaining the specifics of the functioning of a particular system in the context of interdisciplinary ties at the mesa and micro levels. The established social and political system of the country is argued to be a primary characteristic concerning the possibility of applying social management methods in the processes of management of higher educational institutions.
